First Counselor: Justine Mbabazi Justine Mbabazi Niyibizi is the First Counselor of the Embassy of Rwanda in Washington DC. Previously, she was a researcher with the center for Conflict management of the National University of Rwanda, where she also served as the coordinator of the Masters Program on Genocide and Prevention Studies. In addition, she worked as a Consultant; on Media's role in regional integration of the EAC for (Society for International Devpt-SID) Nairobi 2008-2009. She also was consultant for OSSREA on ICTs and the Poverty Nexus in the EAC. She taught for SIT Study abroad Rwanda program a course on women and Peace Building. Has also published on Peace and Development issues, Participatory democracy at the grassroots; focusing on grassroots elections in Rwanda and Conducted a study on the determinants of diaspora remittances in Rwanda. Before joining the National University of Rwanda, She served as personal Assistant/Advisor to the Governor of the Ex-Butare Prefecture and Southern province respectively. She also served as advisor to the National Youth Council 2001-2003. She is also affiliated to different organizations such as; OSSREA and was Secretary General- OSSREA Rwanda Chapter-2008-June 2010. She is also a founder member of the East African Political Science Association. She holds a Masters Degree in Migration studies and a BA Political Sciences and Administration-National University of Rwanda (NUR). Justine can be contacted at: Email:
