Letter of Attorney requirements:
 
The embassy of Rwanda authenticates and validates all legal documents for Rwandans and non-Rwandans who reside in
the jurisdiction that it covers; ie USA, Central and South America. Only documents bearing embassy seal are legally acceptable
in the Rwandan offices. If you need your document(s) legalized, the following requirements must be submited
to the embassy in full.
 
Requirements

- Provide a document to be authenticated that bears a signature and a seal from the notary public certified by the state in which you (the applicant) live.
- Provide a copy of a valid picture identification card/passport
- Provide a request letter addressed to the ambassador signed by the applicant
- Provide a $30 money order, bank draft or cashier check; payable to the embassy of Rwanda.
- Include a self-addressed pre-paid return envelope, preferably from FEDEX or UPS for tracking and safety purposes.



BIRTH CERTIFICATE
 
The embassy of Rwanda in Washington DC issues the equivalent of the birth certificate (Attestation of birth) in lieu of the original birth certificate. This is given to individual Rwandans who beyond reasonable doubt, provide proof of citizenship as born, naturalized Rwandans or otherwise as may be stated by the Rwandan constititution. 

Requirements

  • - a copy of a picture Rwandan identification card/passport
- a request letter signed by the applicant adressed to the ambassador. 
- a $30 money order,bank draft or cashier check payable, to the embassy of Rwanda.
- A self-addressed prepaid return envelope preferably from FEDEX or UPS for tracking and safety purposes.


TAX EXEMPTION
 
The embassy of Rwanda in Washington DC issues tax exemption recommendations to rwandans returning home with their belongings. To qualify for this recommendation, one must be moving back to Rwanda for good or atleast for a long stretched period of time. Included in the category are students who have graduated, Rwandans who have been residents or citizens of USA and have decided to move back to Rwanda for work, retirement or just to live in their homeland.
The same recommendation could be extended to expatriates moving to Rwanda for work and whose contracts require them to be in Rwanda for a longer period of time.
 
Requirements

- Provide a copy of a picture Rwandan identification card/passport
- Provide a request letter signed by the applicant addressed to the ambassador. 
- Provide a list of items intended to be shipped to Rwanda.
- A copy of a title is required if you have a vehicle eg car, motor cycle and auto boat.
- Provide a $30 money order, bank draft or cashier check payable, to the embassy of Rwanda.
- Students must provide a copy of F-1 visa and a copy of I-20
- A self-addressed prepaid return envelope preferably from FEDEX or UPS for tracking and safety purposes.
 
The embassy of Rwanda takes this opportunity to inform the public that Rwanda Revenue Authority has the sole and final decision whether to tax or not, regardless of the embassy recommendation.

PROCESSING TIME AND PAYMENT

- The processing time for PROCURATION DOCUMENTS is (5) to (10) business days.
- Payment must be in money order, cashier check or bank draft.
- The embassy does not accept personal checks, credit cards or cash as means of payment.
- Submission of documents in short of one or more of the above REQUIREMENTS, will cause delay in the processing.
- All applicants must provide active email address and phone number to facilitate easy communication where need be.
- We suggest that FEDEX OR UPS be used in the mailing process of documents. Where Post office is preferred, please allow mail trackable facility for safe and effective service delivery.

CITIZENSHIP
 
Did you know that Rwandan citizenship can be claimed based on your birth and/or civil rights? Individuals born or married to Rwandans may apply for Rwandan citizenship, if and only, if they have proof to back up their claim. Guidelines on how to apply can be found at www.migration.gov.rw
 
 
CRIMINAL BACKGROUND REPORT
 
Currently, the embassy of Rwanda in Washington does not directly provide background check report; commonly known as casier judiciaire. However, individuals in need of this service may submit their request to the embassy.The embassy then will forward application to the ministry of justice in Rwanda for processing. The general public therefore, is hereby, informed that the processing time for such applications will not determined by the embassy but the ministry responsible. Efforts will always be made to follow up and make sure the process is done in a timely manner.
