Education - Scholarships


Cooperation scholarships (Bilateral, Multilateral, Universities, etc)

- Full scholarships with no Government of Rwanda supplement
- Full scholarships but Government of Rwanda offers a supplement
- Partial scholarships (Government of Rwanda covers part)
- Rwandans allowed to pay as nationals on tuition

Application process

Cooperation scholarships are channeled through MINAFFET, MINEDUC then to SFAR for processing.

- Announcements are made on SFAR website (www.sfar.gov.rw), radio and sometimes in news papers.
  Interested candidates submit their applications to SFAR.
- Some times letters are sent to different institutions for nomination of candidates.


Selection
 
- Very often, selection is done jointly between SFAR and those who offer the scholarships.
- However, SFAR is sometimes requested to do it unilaterally.
 
One of the cooperation scholarships administered jointly are the Rwanda Presidential Scholarships.

Rwanda Presidential Scholars Program (PSP): A scholarship program for Rwandan students studying at US Universities/Colleges/Schools

1. Background:

 
The Presidential Scholars Program was initiated following the official visit by H.E The President of the Republic of Rwanda to Oklahoma Christian University (OCU) in 2005. One of the areas of support identified during his visit was the offer of tuition fees waivers for Rwandan students to study undergraduate programs in science majors at OCU. In 2006, the team from OCU visited Rwanda and met with the Minister of Education and discussed the modalities of implementing the scholarship program which was named the Presidential Scholars Program (PSP).

2. Participating US Universities/Colleges/Schools:

The PSP was pioneered by OCU in its first year (2006-07), following OCU, other colleges/Schools joined the program.

Currently, the following institutions are participating in the PSP:

  • - Oklahoma Christian University (OCU)
  • - Hendrix College and Consortium
  • - William Penn University (WPU)
  • - California Baptist University (CBU)
 

3. Modalities of the PSP:

  • - An MoU is signed by the Ministry of Education and the participating University/College/School.
  • - Students are selected from the best performing students at high school in Science combinations, MBA and Engineering for postgraduates going to OC..
  • - Each of the participating Colleges/School offers to waive part or full on tuition fee for the whole period of study for a given number of Rwandan students jointly selected each year for a given period of study.
  • - The Government of Rwanda accepts to meet all costs related to international travel to the US, living costs and other expenses as agreed upon in the MoU.
  • - Each participating school/college sends a team of Faculty staff to Rwanda to participate in the selection of the students to benefit the PSP


Selection Process for the Scholarships offered for academic year 2011/2012 

     1. Identification of candidates

In collaboration with the Rwanda National Examination Council (RNEC), SFAR identified High School 2010 graduates with 55 points in sciences. Postgraduate candidates were drawn from different public and private institutions.
 
 
     2. English proficiency test.
 
An English proficiency test was conducted by the participating universities/colleges for both undergraduates and postgraduates.
 
 
     3. Interviews
 
Interviews were also conducted and the thirty eight (38) candidates were selected for undergraduate studies and six (6) for postgraduate studies.
